Experience
A second-generation surveyor, Dr. Elgin was raised in his
father's surveying business in Rolla, Missouri. After serving
meritoriously as an Army helicopter pilot in Vietnam, he returned
to Rolla and received the degrees B.S. and M.S. in civil engineering
from the Missouri University of Science and Technology. After working
for a consulting engineer in the Kansas City area for several
years, he attended the University of Arkansas and received
the degree Doctor of Philosophy. Leaving Arkansas, he joined
the faculty of the Department of Civil Engineering, Missouri University
of Science and Technology as an Assistant Professor (1980-1984).
He currently serves as an Adjunct Professor at Missouri
University of Science and Technology.
Professional Affiliations
Dr. Elgin is a past president of the Missouri Society of Professional
Surveyors (MSPS). He is the coauthor of three books: "Legal
Principles of Boundary Location for Arkansas," "Practical
Surveying Guide to Celestial Observations," and the "Celestial
Observation Handbook and Ephemeris," and is a contributor
to "The Surveying Handbook." He is the codeveloper
of the surveying programs, "ASTRO*ROM," "ASTRO*CARD"
and "ASTRO*DISK." Very active in national surveying
organizations, he serves as a consultant to NCEES, the organization
that prepares the national surveying exam. He is a former
member of the Missouri Board for Architects,
Professional Engineers, Professional Land Surveyors and
Landscape Architects. He is a principal in the firm
Elgin, Knowles & Senne, Inc.
Dr. Elgin is a member of Missouri Society
of Professional Surveyors (MSPS), National Society
of Professional Engineers (NSPE), National Society of Professional
Surveyors (NSPS), American Congress of Surveying and Mapping
(ACSM), Tau Beta Pi, Chi Epsilon, the Missouri University of
Science and Technology Academy of Civil
Engineers, Surveyor's Historical Society, Missouri
University of Science and Technology Order of the Golden Shillelagh, Missouri
Historical Society, and the Rolla Rotary Club.
He received the "Presidents Award" (1990) from ACSM,
was named the MSPE "Young Engineer of the Year"
(1983) and from MARLS received the "Robert E. Myers Service
Award" (1995). Dr. Elgin is an avid collector of early
American surveying equipment.
